ภาคนี้ผู้เล่นจะรับบทเป็นตำรวจที่จะปลอมตัวเข้าไปเป็นนักซิ่งของพวกแก๊งซิ่งผิดกฏหมาย เพื่อแทรกซึมและหาข้อมูลสาวไปถึงตัวอาชญากรใหญ่ โดยผู้เล่นจะมีตำรวจสาว Linh เป็นคนแนะนำการเล่น และเพื่อให้การปลอมตัวเป็นไปอย่างแนบเนียน ผู้เล่นก็ต้องขับรถประหนึ่งเป็นนักซิ่งใต้ดินเป็นพวกคนผิดกฏหมายจริงๆ และรับภารกิจต่างๆตามที่ได้รับมาให้สำเร็จ ส่วนฉากของเกมส์ก็จะเป็นเมือง Tri-City Bay ที่เต็มไปด้วยถนนหลวงซึ่งมีรถวิ่งกันคับคั่ง และทางด่วนต่างๆมากมาย ให้คุณได้เหยียบเต็มสปีดด้วยความเร็วสูงสุดถึง 180 ไมล์ / ชั่วโมง

ในภาคนี้ อันเดอร์คัฟเวอร์ นี้ได้มีการนำนักแสดงที่มีชื่อเสียงมาแสดงในภาพยนตร์คั่นฉากของเกม โดยมีนักแสดงอย่าง แม็คกี้ คิว มาเป็นหนึ่งในตัวละครหลัก [12]เช่นเดียวกันกับภาค คาร์บอน และ โมสท์วอนเต็ด การไล่ล่าของตำรวจได้กลับมาอีกครั้ง และโหมดใหม่ ไฮเวย์ แบทเทิล

ประธานเจ้าหน้าที่บริหาร อิเลคโทรนิค อาร์ต John Riccitiello ได้ประกาศเกี่ยวกับผลงานนีดฟอร์สปีดภาค โปรสตรีท ว่า "เป็นเกมที่โอเค...แต่ยังไม่ดีพอ"[9] ซึ่งภาค อันเดอร์คัฟเวอร์ จะนำรูปแบบเกมใหม่ๆ มาใส่ในภาคนี้ โดยเขาได้กล่าวว่า ได้เริ่มพัฒนาภาค อันเดอร์คัฟเวอร์ หลังจากทีมพัฒนาชุดที่หนึ่งพัฒนา โปรสตรีท เสร็จ จากนั้นทีมพัฒนาชุดที่สองก็เริ่มพัฒนานีดฟอร์สปีดภาคใหม่ทันที ซึ่งเป็นระยะเวลา 24 เดือนในการพัฒนาเกม ซึ่งในขณะที่ทีมพัฒนาชุดที่ 2 พัฒนา อันเดอร์คัฟเวอร์ อยู่ทีมพัฒนาชุดที่หนึ่งก็นีดฟอร์สปีดภาคใหม่เช่นกันแต่จะวางจำหน่ายในปี 2009 หรือครบ 24 เดือนหลังจากการพัฒนาเกม
